Web Portals: When a Regular Website Isn't Enough

A web portal is a large website used by different groups of people, each in their own role. Customers see their documents and requests, partners see their terms, editors publish content, and administrators manage access. All of it lives in one system with a single sign-in.

You need a portal when your site starts to include user accounts, restricted sections, many authors, and lots of data. If users come to complete one specific action — book, calculate, or pay — that's closer to an online service, and it calls for a different development approach.

What Portal Development Includes

Solution icon

Roles and Access

We define who uses the portal and what each group can see and change, and make permissions easy to configure without a developer.

Solution icon

User Accounts

Account areas for customers, partners, or members: profile, documents, requests, activity history, and notifications.

Solution icon

Content and Editorial

Easy management of news, articles, directories, and files for multiple editors, with drafts and publishing approval.

Solution icon

Portal Search

Search that finds what you need across thousands of pages and documents, with filters by section, date, and content type.

Solution icon

System Integrations

We connect the portal to your CRM, accounting software, payment services, and external databases, so no one moves data by hand.

How We Build a Web Portal

From a role map to a portal you can launch in phases and grow for years

circles

We map roles: who will use the portal, what each group does, and what data they need.

We document key scenarios and access rights in a format both your team and developers understand.

We split the portal into modules and define the first release: what's needed for launch and what comes later.

We prototype the user account and admin interfaces and test them with representatives of each role.

We build modules one at a time, demo each phase on a staging server, and migrate your existing data.

We launch the portal, train administrators and editors, monitor load, and plan the next modules.

Web Portal Development with User Accounts and Roles

Types of Web Portals

"Portal" covers very different projects. Most often, it means one of these:

  • Customer or partner portal. Customers and dealers log in to see their orders, documents, and terms, and to submit requests.
  • Internal corporate portal. A hub for employees: company news, a knowledge base, a staff directory, and requests to different departments.
  • Industry or information portal. Lots of content from many authors, rankings, member directories, events, and members-only sections.
  • Service portal. Users register, submit requests, receive results, and communicate with service providers inside the system.

The type determines what matters most in the project: content and search, accounts and documents, or data exchange with other systems.

When You Need a Portal — and When You Don't

A portal makes sense if you have several user groups with different permissions, lots of regularly updated data, and processes that currently run through email and spreadsheets. In that case, it takes routine work off your team and gives customers access to information without a phone call.

You don't need a portal if the goal is to present your company and generate leads. A corporate website is enough for that, and an account area for a few partners can be added later. Building a complex system "for future growth" before you have users is one of the most common reasons projects run late and over budget.

Roles and Permissions Are the Heart of a Portal

Most portal problems come not from code but from poorly thought-out permissions. A manager sees too much, a partner can't find their documents, and a new editor can't be added without a developer.

That's why, before development, we build a matrix: roles in rows, actions in columns — who can view, create, edit, approve, and delete. This matrix becomes the basis for both the interfaces and testing. We also make sure you can create new roles yourself in the admin panel, because organizations change faster than code.

Full Launch or Phased Rollout

Full launch. Pro: users get the complete system, and you don't have to explain why a feature isn't there yet. Con: a long road to the first result and the risk that some features turn out to be unnecessary.

Phased rollout. Start with the core: sign-in, roles, the key account area, and the main content. Then add modules one by one. Pro: the portal starts working sooner, and later phases are planned based on real feedback. Con: you'll live with temporary limitations and need to design the architecture for future modules up front.

For most portals, we recommend the second option.

Off-the-Shelf Platform or Custom Development

For content-heavy information portals, a customized CMS is often enough — faster and cheaper to start. When a portal has a lot of business logic, non-standard roles, and integrations, it's more reliable to build it on a framework such as Laravel, without the limits of an off-the-shelf engine.

We make this choice after mapping roles and user scenarios, not before.

Security and Performance

A portal stores personal data, documents, and correspondence, so we build in protection from day one: server-side access control, not just interface-level, user activity logs, backups, and encrypted connections.

If you expect many concurrent users or traffic spikes, we plan caching, a background job queue, and separate file storage. After launch, a large portal should move to high-load project support so we can monitor speed and scale the server in time.

Common Mistakes in Portal Projects

  • Starting with the homepage design. Portal users rarely see the homepage: they log in and go straight to work in their account. Those working screens deserve the most attention.
  • Copying every paper process. If five people approve a request today, that doesn't mean the portal needs five steps. Moving a process online is a good opportunity to simplify it.
  • Forgetting the administrator. Users are happy, but the team running the portal spends hours on manual tasks. We design the admin panel as carefully as the user accounts.
  • Not planning data migration. Importing an old archive is often harder than it looks, and it should be estimated along with development, not at the last minute.

How to Tell If Your Portal Is Doing Its Job

Useful metrics depend on the portal type: how many customers log in regularly, how many requests are resolved without calling a manager, how quickly editors publish content. We agree on these metrics at the start, so after launch we can discuss results based on data, not impressions.

What to Prepare on Your Side

  • A list of user groups and the approximate number of people in each.
  • A description of how processes work today: which email accounts, spreadsheets, and software you use.
  • Existing data to migrate: user databases, content archives, documents.
  • A point person on your side who will make decisions and gather feedback from colleagues.

What Affects the Cost of a Portal

  • Number of roles and scenarios: two types of user accounts versus ten is a fundamentally different scope.
  • Integrations: how many systems we connect and whether they offer a ready-made API.
  • Data migration: the size of the archive and how well organized it is.
  • Security and performance requirements: number of users, data sensitivity, logging.
  • Scope of the first release: what launches right away and what moves to later phases.

We estimate by module, so you can see what makes up the budget and reorder priorities.

FAQ

Can you migrate users from our old system? Yes. We migrate accounts, content, and documents. Passwords can't always be transferred directly, so we design a convenient way to restore access at first login.

Will the portal work well on mobile? Yes, all user accounts are fully responsive. If users work from their phones every day, we'll also discuss a mobile app.

Who will manage the portal after launch? Your administrators, through the admin panel. We train them and leave documentation, and we can continue building new modules together.

Can users sign in with their corporate account? Yes, sign-in can be connected to your company's existing account system, so employees don't have to remember yet another password.

Can we start with just some of the features? Yes, and it's usually the smoothest path. The key is to design the architecture for future modules up front.

Why Promodex

Promodex has been in business since 2015. Our portal projects include Driver Work, EuroPAM, My Doctor Club, and Web Awards UA. Our designers and developers are in-house employees, so one team runs the entire project. A large portal doesn't end at launch, and we stay on to support it and add new modules.
